Does "still" sound negative in this context?

I can't believe he is still in school! Can it be used as an exclamatory remark (i.e. felt happy when you saw him).

I hope it doesn't sound negative.

Thanks Clive! It was verbal English. I met a friend of mine after a long time and we were talking for a few minutes). A few hours later I happened to meet a common friend and I told him that "I can't believe he is still on campus! I can't believe I'm seeing him."

I hope the context doesn't make that "still" negative.I understand that the tone gives flavor to the speech and my tone reflect
