Does role-playing define the creation/development or just acting of a role?

Well, I have a few friends who have English as their main language and does pen and paper role-playing (both of which I believe as probably the reason why they probably doesn't take my opinion of anything english seriously). The problem is that I believe that 'role-playing' only loosely define the playing/acting of a role, whether loosely/strictly defined (strictly defined such as in console role-playing games and movie scripts where you mostly act based on pre-scripted role) while they disagrees with me completely claiming that 'role-playing' necessitate the creation or development of the role for the player him/herself.

So, rather than having this causing me headache forever wondering if I'm right, I'm asking it here, how does the phrase 'role-playing' apply? Is it stricter than (necessitate the creation/development of a role), or is it as open as I thought (simply the acting of a role)?

For me role-playing surely is very open. Of course, there are many different kinds and some players are very strict about their rules. That does not mean that role-playing cannot be played in a more relaxed style.
