Does 'on sale' has double meanings?

Hi~ I'm an EFL learner.

you know ...sale has two general meanings. The first one is the exchange of a commodity for money; the process of selling something. The second one is a period in which goods are disposed of at reduced prices.

one day, I saw those words 'on sale' on the shop window.

then I wondered what 'on sale' means between those two meanings.

How do you tell in english those two meanings? please tell me ~

Even though many merchants obvsiously don't distinguish between the two, for me: for sale = you may purchase this item with money on sale = it's being offered at a reduced price.
