Does my sentence make sense

Other sites we have contacted require a new soils report to be done; new regulations came into effect on July 1st 2011 and the current soils report predates that.

new soil report' as soil is an uncountable noun. Perhaps soils is used in a technical context which I am unaware of. I would replace the semicolon with a full stop and start a new sentence after it.

It makes sense, but I would have expected it to say '..new soil report' as soil is an uncountable noun.

Perhaps soils is used in a technical context which I am unaware of.

I would replace the semicolon with a full stop and start a new sentence after it.

Does "site" mean a location here? It seems so to me based on the "soil" context. If that is the case, the verb "contacted", is the wrong choice in my opinion. "To be done" is redundant becau
