Does "make Dr. Obokata available" mean "make Dr. Obokata to appear before public"?

Context:

A spokeswoman for Nature said the journal was investigating the matter and declined to comment further. Riken said it couldn't make Dr. Obokata available, and Dr. Obokata didn't respond to an email Monday. Riken said its own investigation over the allegations was continuing and declined to comment further.

The papers created a stir because they reported a process by which mouse cells could be returned to an embryonic-like state simply by dipping them in a mild acid solution, creating what they called STAP cells, for stimulus-triggered acquisition of pluripotency.
