Does 'lucky' have expletive 'it'?

I've never thought

"It is lucky for you that ~ " or "It is lucky for him to ~"

patterns in English. The more I think the more I get confused! LOL

I don't think "It is reluctant ~" sentence patter is possible either.

How about "It is sure that he will pass the exam."?

Someone may say I can change the sentence by using 'certain' instead of using 'sure.' but

I'm asking you whether it is right or not since I'm studying 'rasing verbs' and 'control verbs' this week.

Can somebody help me?

If you have some materials or web addresses hepful, I would appreciate it, too.

Thanks in advance

It is lucky for you that the car wasn't going any faster; you might have been hit! -- Fine.

It is lucky for him to cross his fingers before dealing the cards; or at least, he thinks so. -- Possible, but not the most idiomatic pattern.

It is reluctant ... -- Not possible. I can't think of any examples.

It is sure that he will pass the exam. -- Awkward, but possible.
