Does " licensed Chinese herbal therapists" mean " licensed Chinese people who are herbal therapists"?

Context:

It is not terribly clearly expressed, but I don't think it's intended to mean that they are necessarily ethnically Chinese (though in reality presumably the majority are). It would be surprising if any law in Ohio treated people differently in such a respect because they were of Chinese origin. I think it means any licensed persons who work with Chinese herbal medicines.
