Does it have to be

Hi everyone!
Today I got stuck with the simple but strange question:

"Does all of this homework have to be finished by tommorrow?"

I'm a bit confused about in what time is it? How it will be answered in full form?
Please, answer my questions and give me some tips where I can read about structure of this question. Thanks!
