Does " Indians dressed Americans" mean "Amercans who dressed like Indians"?

Context:

Because of the so-called Boston tea party, where as Indians dressed Americans climbed aboard a ship and threw the cargo (tea) off the ship in protest against the taxes they had to pay to England.
