Does hooked up means I'm reserved ?

Hello,

I used to say "I'm already hooked up" when I'm going to meet with someone and someone else asked me to hangout with him.

But today I started thinking if using the word "Hooked" in this kind of situation is correct or not.

Also, yesterday a friend invited me to a party but I have this conference so I replied back with "I got hooked to this conference. Sorry!" is this a correct sentence?
