Does have OR has? -> The institute does have legal personality OR The institute has legal personality

Hello!

Can someone please answer the following question:

In which cases do you use ´does have´ and in which cases ´has´? Or: which one is correct?

For example:

The institute does have legal personality or

The institute has legal personality
