Does buffer mean load?

Could you choose the correct words and phrases for the paragraph please?

When watching videos online, some sites won't let you skip to any part of/in the video unless the part you are skipping to has already loaded. If you press the loading bar/tool where the video/part of the loading bar that hasn't loaded/buffered, it takes you back to the beginning of the video.
Other site allow you to skip to any part in/of the video regardless of whether the content has loaded/buffered. The content/video will then start loading/buffering from that point on.
