Does "both" take plural?

Hi teachers,

Just wanted to be sure about something. Is the following clause correct (in that "levels" takes the plural)?

"On both the literal and metaphorical levels..."

Thanks.

Thanks Mr Micawber.

If I can ask another question, also relating to plurals: Does the "this" clause take a singular or plural?

"This incongruity and imbalance makes the matter..."

Thanks again.

'This' is irrelevant; it is a matter of whether the speaker considers incongruity and imbalance two concepts or one concept:

Bread and butter are sold at the corner shop.
Bread and butter is my usual breakfast.

I understand. Thanks.
