Does "both" take plural?

Hi teachers,

Just wanted to be sure about something. Is the following clause correct (in that "levels" takes the plural)?

"On both the literal and metaphorical levels..."

'This' is irrelevant; it is a matter of whether the speaker considers incongruity and imbalance two concepts or one concept:
