Does anybody think her knitting is not good, too?

We can use "too" in a sentence like above, just as we can use "either", can't we?

I think the sentence is quite ambiguous. Does it mean "Does anybody else think her knitting is not good?" Or does it mean something like "Everyone agrees that her painting is not good. Does anybody think her knitting is also not good?" Or even "Her knitting is clearly not
