Does "agency" refer back to FDA?

The word agency seems to be a universal word that can be used to designate any organization mentioned.
Am I on the right track?

Context:

FDA proposes regulation of electronic cigarettes

Agency also intends to extend authority to other tobacco products, including cigars and hookahs.
