Does

I have a question about "Does" that it's on the last of sentence below.
why "Does"?
Wouldn't it be "See" instead of "Does"?
"She doesn't see her grandchildren very often so she makes a real fuss of them when she does."

Normally I do not correct the English that people use to ask their questions; I just try to answer the questions themselves. This is because the majority of questions (everyone's I mean -- not particularly yours) contain numerous errors, and I find it too laborious to correct them all. However, in this case:
