Doer of Creating and Informing in the following sentence

Some of these education systems had implemented new, interesting models of monitoring educational progress, informing parents about how well schools were doing, and creating new forms of educational leadership.

Hello everyone. Sorry I've forgotten the related grammar topic for my question about this sentence (to name it in the Subject Topic).

I want to know whether "models" is the doer of "informing" and "creating". In other words, which part of this sentence is responsible for informing parents and creating new forms.


(Maybe my worst kind of presenting a question in this forum.
