"cannot" is one word, and "... in such damp wastes" is unnatural. These are OK:

Garbage should be regularly removed so that mosquitoes cannot / do not breed in it.

I'd say 'removed regularly' instead of 'regularly removed'.
Like GPY, I'd end with "breed in it".

Otherwise, both are fine.
