Do you think it this question proper to ask?

Above site has a question made to prepare for Korean SAT test. The question is asking which of five is proper to fill up the blank. Can you get the answer?

Well, the answer says #3 is.

But I got curious that there's some logical conflicts in the paragraph. So I googled.

The text was an excerpt of the book, "Istanbul" by Orhan Pamuk, the Nobel Laureate.

They made the question from the last second of the first chapter. And in the question, just for question's sake, they jumbled all sentences, making a mess out of it.

My question is this.

Do you think, even with some touching, is this question still available for a question to get to the answer #3?

What I saying is the sentences in the question is mixed up.

I thought that is a bit abnormal because the "I feel compelled to add or so I’ve been told" sentence was used ? to be known that the author's birth
