Do you say these sentences?

I'm wondering if these sentences below sound natural?

1) Whether or not we/you like it, though, the age of genetic engineering is here.

"Whether we/you like it or not" sounds more familiar to me...but I think it's acceptable, right?

2) The wind was not as storong as to prevent us from doing sky-diving.

I think "not as storong as to" should be "not so storong as to".
