I agree with Mister Macawber. Remember that "won't" is the contraction of will not. Therefore, the latter sentence is really saying, "Will you not join us?" This is polite, and it implies that the person to whom it is said is welcome to join, and there is a reasonable expectation that he/she will/should.

Using "wouldn't" can only work if referring to something in the past, or perhaps
