Do you know it was Napoleon ( ) invented canned food?

Hi, I have a question about cleft sentence.

"Do you know it was Napoleon [ ] invented canned food?"

In this sentence, which one is correct answer and why?

I think both 'who' and 'that' are correct, but some teachers say that 'who' is the best answer.

In my opinion, 1. 'who' is correct because Napoleon is a person,

and 2. 'that' is also correct because the sentence is(I think) 'cleft sentence'.

Please give me some advice.

When a relative pronoun replaces a person, and I have to use it as a subject, I always use "who".

Both 'that' and 'who' can be used, but 'who' is more commonly used.

I agree. "That" is acceptable but to my ear "who" sounds better.
