can i change the above sentence to the one below? why or why not?

Grammatically, the second sentence is OK, but I would never use this form. It is not common speech. I would not even normally use the first.

Grammatically, the second sentence is OK, but I would never use this form. It is not common speech.
I would not even normally use the first. If I were in a shoe store, I would ask -"Do you have these shoes in size 7?"
Or, if they don't fit well - "Do you have these shoes in a half size larger?"
Or "What sizes do these shoes come in?"

I would not make that change, no. You are changing from idiomatic to not very idiomatic. If you say it the second way, you'll be understood, but you'll sound like English isn't your language.
