Do you have the time

What does 'the time' mean in this sentence, "Do you have the time?" Some friend told me that it means your watch, but I think it is wrong and 'the time' means 'now/(at) the moment' because you cannot use 'time' standing for 'watch'. Could you tell me whose thought is right?

"Do you have the time?" means tell me what time of day it is.

"Do you have time?" means can you pay attention to me or my concerns.

Watches measure time; they aren't time.
