Do you comply? We comply

1. Is the highlighted "we" the imaginary audience of Wallinger?

2. Does "this we" imply that this imaginary audience is not one person but is more than one person? that is, all of "you"'s in the questions imply more than one person?

Context:

Wallinger begins with a series of rhetorical questions posed to an imaginary audience. They appear to escalate into a form of manic, accusatory rant (worth reproducing in full here) in which the word ‘zone’ takes on an Orwellian sinisterness in its constant repetition:

What are you doing here? Do you know where you are? Are you inside or outside the zone? Are you inside the zone but wish to be outside? Are you on the outside looking in?Doyou want to be on the inside? Are you prepared to say that you would rather be outside? Can you lose yourself in the zone? Is it possible to pass through the zone unnoticed? Do you belong in the zone? Do you believe in the zone? If you don’t believe in the zone, what do you believe? Are you saying the zone doesn’t exist? Do you mean to say you have never heard of the zone? Do you have permission for entry and exit to the zone? Do you know the rules? Have you any idea of the full extent of the zone? Are you a trespasser? Can you trespass unknowingly? Do you find the zone threatening, or do you find it a source of strength? Do you feel afraid?
Do you comply?
We comply.

@Clive And does "we comply" here mean "we agree with you" or "we obey the rules"?
