When reading a short story, I encountered the following sentence.
"Scotch and soda be all right? But say, you don't drink,
do you?"

I'm wondering if 'but' is used as a conjunction.
If it is the case, the complete sentence is
"...But don't you say, you don't drink, do you?"

in my opinion, "you don't drink, do you?" is a tag question.

Well, it is obvious to see it in the same way as you do.
But I think the context makes it more of a question whose function is to beg the addressee for agreement.
Since I'm not sure of my guesswork and the original sentnece looks incomplete to my eye,
I posted this question.
