Do vs Does

Last night I started watching a PBS program entitled "Do Media Play a Role in Poverty?" I thought this was wrong, but after checking the official rule (that "Do" refers to more than one person and "does" more than one) was this correct? It sounds wrong.

It doesn't sound right to me, but not for the reason you mention. I would say:

Do the Media Play a Role in Poverty?
Does the Media Play a Role in Poverty?

This is assuming "Media" means "the Media", and I can't think what else it could. Omitting "the" sounds wrong to me even in headlinese.* "the Media" may be treated as singular or plural.
