In NCE, there is a sentence in first lesson: for the descriptions given by people who claimed to have seen the puma...
here can I write: had claimed to see. As I think past perfect tense should be used here. Like another sentence in nce:cannot have failed to notice examples...

Are both righ then
if I say "cannot fail to have noticed it. Are they same.

Actually I thought 'cannot fail to notice examples" is enough. But here maybe make it more elegant
