do this sentence has two meanings?

The university resisted pressure to close one of its departments.
Does it contain two meanings ?
The first is "the university resisted the pressure and closed one of its department.
The second is "The university didn't close one of its department although it is under pressure." /

"The university successfully (unsuccessfully) resisted pressure to close one of its departments." would make it clear.

No - it means only the second. The pressure was to close the department and the university did not do so.

Edit: I posted a few seconds after BlueJay. I cannot make that other meaning make sense to me at all.

Neither of the OP meanings match the sentence very well. I had in mind:
