Do they mean the same?

1 I have not been in Carlifonia as much as planned except in LA.
2 I have been in Carlifonia not as much as planned except in LA.
If they mean the same , anyone could help me paraphrase it ?
Thank you!

Neither sentence is natural. Say: I haven't spent as much time in California (except in LA) as I (originally) planned (to).
