Do they mean the same?

America's water, grassland and sloping land resources are rich and they have great potential for exploitation.
America has rich water, grassland and sloping land resources which have great potential for exploitation.

]Do they mean the same?
My textbook points out the former one is wrong from native speaker's view. Is that right?
