That picture on the wall is askew and needs straightening.
That picture on the wall is crookedly hanging. It need straightening.

... is hanging crooked, or simply "is crooked."

While "It needs straightening" is apparently an acceptable way to say this, as a matter of style, I greatly perfer "It needs to be straightend."

Actually, if you said "That picture is crooked" it would be clear that your desire was for it to be straightened and you could omit that part.

I like the word "askew" but I rarely use it.
The word is already an adverb as well as an adjective. Don't try to add an -ly ending.
