Do the expressions used "down" and "up" mean same?

Do the expressions used "down" and "up" mean same?
I read they make sense as a same mean.
Originally , We should use "up" to make sentence.
sometimes to aim at a dramatic effect, We can use "down" instead of "up" to get a irony.
Is this explanation right? If not, I need your comment.

A- I've always been down with Jessie. vs I've always been up with Jessie.
; I think It means " I've  always liked Jessie", right?

B- I'm totally down with that, Tom said. vs I'm totally up with that, Tom said.
; It means " I totally agree with that."
C- Pizza for lunch? I'm down  with that! vs I'm up with that!
 ; It means "I Love it"
