Do the 2 mean the same thing

Do these mean the same and how would you properly say them?

My theory is based on facts.
Facts are what make up my whole theory.
Facts are the grounds/foundation for my theory.

I would go with the first or the last sentences. Theory means an interpretation of facts. So facts cannot make up your whole theory.
