Do people say there are/is going to be a lot of children?

When I wrote a test on the 14 August I got 39/40 and the error was that I said There are going to be a lot of children is it really an error or what?

There are going to be a lot of children at the party.
This is perfectly OK. You really need an adverb of place to complete the thought.
"lot" is grammatically plural because it refers to more than one.
