Do or does?

Now in that country , only one percent of people ___ more than fifty percent of the wealth.
owns or own?

I think that definitely the country must have a population over 100, so one percent is plural. So i choose "own"
am i right?

Yes, use the plural "own", but it doesn't matter whether there are 3 people or one million people. Use the plural because it comes after "people".
