Do or do not usage here?

Sentence: Even PMO and Finance Minster does not take very liberal views of exchanges and traders.


Question: What should be used in the sentence "do" or "does not"?

Sentences like these make me confuse. It seems plural to me, so "do" should come but I'm not sure as this is not my sentence but someone's else. Kindly answer my question along with a trick to identify plural or non-plural after the usage of "and" .

It does not seem grammatical. For example, "Minster" is misspelled.
