Do modal verbs carry tenses?

I am looking for a book or an article where there's a mix of verbs in sentences, in paragraphs. If say for instance, one is writing an article of general truths, is it possible that one could also throw in modals such as would, could, etc?

Not really. In the sense of ability, could is the past of can in many contexts. will mark
