Joe : "I am studying really hard for my exams this month. I am doing maths at university".

It could be a reference to either, but it's more likely to be his field or main subject/major at university.

As a conclusion: Using 'progressive tense' in the sentence will be correct only if 'math' is one of his several courses that he has to pass to gain his degree in math science. Otherwise, if 'math' is his main major in university, progressive tense doesn't make sense as his major will be her permanent degree for ever in entire of his life and we can't use in progressive tense.

No. He is only doing maths (BrE) for a limited time, so the progressive is fine. It makes no difference whether maths is the only thing he is studying, or it's one of several subjects. In the latter situation, we are more likely to name all the subjects - He's doing maths, philosophy and anthropology.
