Hello.
I would like to know the use of do it.

1.In Singapore, if you litter, you will be arrested. If you do it three times, you will get severe punishment.

In the sentence above, what does do it refer to?I think that it refers to litter in the preceding sentence.
But litter does not take an object in the sentence. Why is do without it as in 2 wrong?
