Do I use 'live' or 'live in'

Which sentence is correct:

Houston is a good place to live.

or

Houston is a good place to live in.

Or, are both correct. Do they both mean the same thing? Is there any difference? Is there a rule for this?

Sorry for all the questions. Thanks!!
