Do I need to add 'had"?

To make sure my sentence sounds completely correct and be in the past tense should I add "had"? After they were stopped, Symeon declared that the Disks would not be safe in the hands of men, and ordered that a shrine be built above the cave where Dario (had) originally found the Disks.
