I'd put a comma after Phillip. That maked the sentence more readable, and also makes it clear that there is only one Philip in the context. Clive

I'd put a comma after Phillip. That maked the sentence more readable, and also makes it clear that there is only one Philip in the context.

You need a comma after "Phillip" since "who had heard the turmoil" is additional information about him, not information necessary to identify which Phillip is meant.

A comma before "and" is optional (a style choice), but personally I would omit it.
