Do i need an "else" in this sentence?

Is there a difference between the following two or is one of them just incorrect?

(a) It seems that everyone is happy about the outcome of the election. Am I the only one who is not in the mood of celebration?
(b) It seems that everyone ELSE is happy about the outcome of the election. Am I the only one who is not in the mood of celebration?

As someone who speaks only English, I would say (b) but technically both are correct. I would probably say: It seems everyone else is happy about the outcome of the election. Am I the only one who is not in the mood FOR celebration?

I would probably say: It seems everyone else is happy about the outcome of the election. Am I the only one who is not in the mood FOR celebration?

I would say yes because if you say that everyone is happy with the outcome of the election, you are including yourself. If you wish to exclude yourself, you would have to insert "else" or say "everyone, except me, seems to be happy with the outcome of the election.
