Do i need an 'a' or 'the' with infrastructure?

I was wondering what is technically correct:

"We present technical infrastructure for..." or

"We present a technical infrastructure for..."

"To monitor xxxx, messaging infrastructure..." or
"To monitor xxxx, the messaging infrastructure must..."
