Do I need a Comma? and where do I place the question mark - inside the quote marks or out?

I'm editing a Christian book and this is God asking the question. That shouldn't make any difference, but you said to add as much detail as i can.

In the sentence below, I am not sure where, or if, the comma goes. I am also not sure if the question mark should be inside the quotes. As I read this sentence I see the whole sentence as the question, and not just the word "why".

What can I say to one so angry but “why”?

No comma, but the question mark goes with the internal question:

What can I say to one so angry but“Why?”
