Do i leave out BASED ON or not?

Do i leave out BASED on?

1 The jury judges your body and your appearance without makeup, so if you don't look as good with as without makeup, it's a problem.

2 The jury judges (you) based on your body and appearance.

can you say (AS GOOD WITH AS WITHOUT?)
