Do I have use to the definitle article?

Do I have use to the definitle article to specify all groups of right-wingers in a specific country? For example, I want to say that he has control over all right wingers in a specific country, would I need to use the article?

"He has no control over [the] right wingers."

or

"He has no control over the right wingers there."
