Do I actually understand English and can use it?

I study English at 1 years ago as I still not very good my English skill and I'm so sad.

The grammars are too much different my national language.

I really don't wanna use my national language but Do I just stop study English?

You have obviously learned some English . Think about how you learned your own language. You probably spent several years hearing and speaking nothing else before you became really fluent in it.
