I and you makes no difference.

The focus is "do English".
When I say "do English.", What do you understand for the phrase?

It confuses me because it's so general. 'study English', 'take a course in English', 'speak English', and 'read English' come to mind. It depends on what was said in the conversation previous to 'do English'.
